Dialling method from outside of China to Shanghai: 00-86-21-XXXXXXXX
00 is the international prefix used to dial somewhere outside of your country
86 is the international code used to dial to China
21 is the local area or city code used to dial to Shanghai.
XXXXXXXX is the local number you call
Making Local Calls within China:
Local calls within the same city require no Area Code. For Example, in Shanghai, calling another Shanghai- based number is just by dialling the 8- digit China number (or the 3-digit emergencies numbers for fire, police, ambulance)
Calls from Shanghai to another location in China require you dial the full domestic number (which always start with a zero).
Similarly, if you are calling a Shanghai number from outside the city but within China, dial the Area Code (021) and then the number.
